Hungary is home to some of Central Europe's most respected universities — Eötvös Loránd University (ELTE) was founded in 1635 and Budapest University of Technology and Economics (BME) is among the region's top technical institutions. The country's medical universities in Pécs, Debrecen, Szeged, and Budapest have trained international doctors for decades and are recognized across the EU and globally. Hungary also runs the Stipendium Hungaricum — one of the largest and most generous government scholarship programs in Europe — which covers tuition and provides a monthly stipend for thousands of international students each year.

Academic Qualifications

What Hungary accepts as valid entry qualifications

Hungarian universities require a secondary school diploma equivalent to the Hungarian érettségi bizonyítvány (Matura) — awarded after 12 years of education. Foreign qualifications are assessed either by OFFI (the Hungarian Office for Translation and Attestation), which provides certified translations and authentication, or directly by the admitting university. The ENIC-NARIC Hungary function is handled by the Tempus Public Foundation. Most Hungarian universities assess foreign qualifications internally without requiring a separate national recognition document, though individual faculties may set specific equivalency conditions. For Master's programs, a recognized Bachelor's degree of at least 180 ECTS in a related field is required.

How to Apply

You can apply directly to universities or through the Stipendium Hungaricum scholarship program

  1. Decide your application route: Stipendium Hungaricum (government scholarship — covers tuition + monthly stipend) or direct self-funded application to a university.
  2. For Stipendium Hungaricum: apply through the SH online portal during the annual application window (typically January–February). Applications are submitted in your home country and screened by your national authority before being forwarded to Hungarian universities.
  3. For direct applications: visit your target university's international admissions page and register on their online application portal.
  4. Prepare your academic documents. OFFI-certified translations of your diploma and transcripts are the standard accepted format at Hungarian universities.
  5. Sit your language proficiency test — IELTS or TOEFL for English programs, or an ECL/ORIGÓ certificate for Hungarian programs.
  6. After receiving your admission offer, non-EU/EEA students apply for a Hungarian student visa (Type D) at the nearest Hungarian Embassy. Upon arrival, register at the local government office and apply for a residence permit.

Financial Requirements

Proof of funds — or the Stipendium Hungaricum route

Self-funded non-EU students applying for a Hungarian student visa must show proof of at least €4,000–€7,000 for a full academic year — enough to cover tuition and living costs. English-taught programs at Hungarian public universities typically cost €2,500–€7,000/year; medical and dental programs range from €8,000–€16,000/year. Stipendium Hungaricum recipients are exempt from tuition fees and receive a monthly stipend of approximately HUF 40,000–43,700 (around €100–€110/month) plus accommodation or a housing supplement. Monthly living costs in Budapest average €600–€900; in regional cities (Pécs, Debrecen, Miskolc) costs are noticeably lower.

Watch Out For

Stipendium Hungaricum applications open and close in January–February each year — missing this window means waiting 12 months for the next cycle. Set a calendar reminder.

Medical, dental, and pharmaceutical programs at Hungarian universities require entrance exams (typically biology and chemistry) and are highly competitive. Start preparing for these exams well before the application deadline.

Hungary uses the Hungarian forint (HUF), not the euro. Factor currency fluctuation into your financial planning — particularly if your scholarship or funding is in euros or another currency.

OFFI translations are required by most Hungarian universities. OFFI is the official translation office authorized by the Hungarian state — standard commercial translations are not always accepted.
