The application procedure for studies at French higher education institutions varies depending on the type of school you will be applying for and your country of residence.
Application procedure for studies at French universities
EU students
EU and EEA students are exempted from the preliminary admission procedure ("demande d’admission préalable" - DAP) and may apply directly to the institution of their choice under the same conditions as French students. Please, be informed that you will have to provide evidence of the certificates from your previous studies, i.e., if you are enrolling in a first or second year of a study program at university, you will be required to prove you passed your upper secondary studies and university entrance examination in your country, if you are applying for a master's degree you will be required to provide evidence of your bachelor's diploma and if you are applying for a PhD degree, you will be required to provide evidence of the master's diploma you earned.
Non-EU students living in Europe
If you are already living in Europe but you have not European citizenship, you will have to apply through the French embassy or consulate in the European country where you are residing.

Students living in the countries listed above must apply through an online application system called CEF. Through the CEF system, you will be applying for the compulsory Preliminary Admission ("demande d’admission préalable" - DAP), you may also apply for your visa online and track the progress of your application.

Students from the rest of countries
If you don't fall within any of the categories as explained above and you intend to study in a first or second year (Licence 1 and 2) of a study program at university in France, you will have to pre-register by applying for a Preliminary Admission ("demande d’admission préalable" - DAP) at the Culture and Cooperation Service of the French embassy in your home country. Please, be informed you will be required to provide evidence of your level of knowledge of the French language during the application process.
If you are not applying for studies in a first or second year of a study program at university in France, you will have to apply directly to the institution of your choice.
Application procedure for studies at University Institutes of Technology (IUTs), Grandes Écoles, and other specialized schools
International students interested in studying in a first or second year of a study program at a French institute of technology or grand école, must apply through an online system for preliminary admission at the following website: http://www.admission-postbac.fr/
If you are not applying for a first or second year of a study program, you will have to submit your application directly to the institution of your interest.
Please, be informed that, unlike universities, applicants to an institute of technology in France must undertake a personal interview.
