Estonia is one of Europe's most digitally advanced countries and that extends to its application process — most steps can be completed entirely online. The SAIS portal covers many programs; TalTech and some University of Tartu programs have their own systems.

Find your program on SAIS or the university portal

Visit sais.ee to search for programs covered by the Study in Estonia Application System. For TalTech programs and some University of Tartu programs, use the university's own admissions portal at taltech.ee or ut.ee.

Create an account and complete your application

Register with your email address, fill in the application form, and select your program. Most applications take 20–30 minutes to complete online.

Upload documents

Upload: certified copies of your diplomas and transcripts, proof of English language skills (IELTS 6.0+, TOEFL 80+, or equivalent), passport copy, motivation letter, and CV.

Estonian universities are generally pragmatic about documents — scanned certified copies are accepted for the initial review.

Pay the application fee

Most programs have an application fee of €25–€100. Pay via the portal.

Receive admission decision

Decisions are typically issued 3–6 weeks after the application deadline. You receive a formal Letter of Acceptance that is needed for the visa/residence permit.

Apply for a residence permit (non-EU)

Apply for a temporary residence permit for study at the Estonian Police and Border Guard Board (PPA) online via eesti.ee. You will need: Letter of Acceptance, proof of financial means (€500/month), health insurance, and accommodation confirmation. Processing takes 2–6 weeks.

Matriculate and collect your student card

After arriving, complete formal matriculation at the university's student services office. Collect your student ID card, which gives access to facilities and student discounts.
