Europe leads globally in both animal welfare science and animal welfare legislation. The European Animal Welfare Platform, EFSA's Animal Welfare Working Group, and the EU's commitment to developing new animal welfare legislation under the Farm to Fork Strategy make Europe the center of evidence-based welfare policy development. Universities in Sweden, the UK, the Netherlands, and Denmark have contributed foundational research in animal welfare science. The EU's recognition of animal sentience in the Treaty of Lisbon gives the field a constitutional basis available nowhere else globally.

Animal behavior and welfare programs accept graduates from animal science, zoology, biology, psychology, or veterinary science backgrounds. Hands-on experience with animals — farming, veterinary nursing, shelter work, dog training, or zoo keeping — is important and should be described specifically. For companion animal behavior tracks, professional certification pathways (CCAB, PCBC-A, or equivalent) require additional supervised casework beyond the master's; confirm the pathway your program supports. Research the specific balance between farm animal, companion animal, and wildlife/zoo content in different programs before applying, as programs vary significantly in their species emphasis.
