Application for residence permit in Luxembourg

If you are not an EU/EEA student and you plan to study in Luxembourg for a period of time longer than 3 months, you have to apply for a residence permit. Please, observe that the residence permit is only temporary and intended to register students while enrolled at university in Luxembourg. Students from certain countries must also apply for a Schengen Visa to enter Europe.

What documents do you need to apply for a residence permit in Luxembourg?

The application for a residence permit in Luxembourg must be started before entering Luxembourg. Once you are in Luxembourg, you will have to continue the application process to obtain your residence permit.

Before you enter Luxembourg

You have to file a letter requesting a residence permit to the Luxembourgish Ministry of Foreign Affairs to the following address:

Your letter must include the documentation as indicated below:

  • The letter of acceptance from your higher education institution indicating that you have been admitted to full-time studies
  • A copy of the pages in your passport where personal data can be read
  • A recent passport-sized photo
  • A copy of your health insurance plan
  • A bank statement or copy of your grant/scholarship stating you can support yourself financially throughout your time as a student in Luxembourg
  • Police record of good conduct

Please, note that all documents must be officially translated into English, German or French.

Once you are in Luxembourg

You have to inform the municipal authorities of the place where you intend to reside within 3 days of your arrival to Luxembourg. You can do so by simply presenting a copy of your passport and the original authorization to stay you received from the Luxembourgish Ministry of Foreign Affairs. You will be issued a copy of your declaration of arrival (déclaration d'arrivée), which will serve you as a receipt until your residence permit is finally issued.

Once you have your declaration of arrival, you have to submit your application for a resident permit (permis de séjour) to the Luxembourgish Ministry of Foreign Affairs. You have to enclose the documents as listed below:

  • The filled-in application form.

  • An officially attested copy of the residence permit you received from the Luxembourgish Ministry of Foreign Affairs before you entered the country
  • An officially attested copy of the declaration of arrival that the municipality issued to you upon your arrival
  • A medical certificate issued by a doctor in Luxembourg indicating you meet the medical conditions for you to stay in the country
  • Documentation confirming your accommodation details
  • A passport-sized photo
  • The receipt of your payment of the application fee

The application fee is 30 EUR.

How long does it take to process an application for residence permit?

The Luxembourgish Ministry of Foreign Affairs will process your application as soon as all documentation has been submitted correctly. Therefore, always check you are submitting completely filled-in forms and all the necessary documents in order to avoid any delays. Furthermore, you have to consider that you have up to 90 days to enter Luxembourg after you received notification from the Ministry of Foreign Affairs approving your application for residence permit.

Residence permit for EU students

If you are an EU/EEA, you are simply requested to obtain a certification of registration from the municipality where you are residing.
