Of all the treaties and agreements concerning education in Europe, I find the Lisbon Convention to be critical for you as a student if you intend to study in another country. The reason is that the Lisbon Convention guarantees students fair access to other educational systems regardless of their language, race or country of origin, and the obligation for an institution to demonstrate that an application does not fulfil the entrance requirements.

What happens if your home country didn't sign the Lisbon Convention?
In the event you studied at upper secondary school or high school in a country that didn't sign the Lisbon Convention, you may have to ask for an evaluation of your studies leading to higher education courses. The institution responsible for the evaluation of your studies may request you to complete some courses in order for you to fully qualify for university/college studies in Europe. This evaluation may be carried out by either the National Ministry of Education, or by an organization appointed by the country's Ministry of Education or even by the higher education institution you are interested in.
